AmPac Tri-State CDC, in its seven year history, has financed more than $200 Million in SBA 504 loans, creating well over 1,000 jobs. In addition, AmPac launched a micro-loan program in the City of Riverside to provide local businesses with a hand-up, with loans of up to $10,000.
She established and implemented a $45 million loans with funds from the U.S. Department of Housing and Urban Development and matching funds from the Federal Home Loan Bank of San Francisco member banks. AmPac is the SBA's first faith-based certified lender in the country and a member of the National Association of Development Companies.
Hilda Kennedy is the Executive Director of AmPac Tri State CDC; a nonprofit certified by the U.S. Small Business Administration to provide SBA guaranteed 504 loans for new and growing small businesses. AmPac is the SBA's first faith-based certified lender in the country and a member of the National Association of Development Companies (NADCO). Kennedy is a board member of NADCO, the organization that represents CDC’s across the country.
During her tenure in Inglewood, she also served as Chief of Staff to the Mayor of Inglewood and the City Administrator; and as the City's Public Information Officer where she was involved in coordinating City-wide events.
Kennedy graduated from the University of California at Berkeley with a degree in Psychology and completed a post-graduate fellowship with the Coro Foundation in New York City, New York. Kennedy and her Coro Foundation completed a study for D.C. staffers on how the U.S. can provide quality, affordable health care to all Americans.

Hilda showed Mercy how they could make the purchase happen.
Mercy started leasing a building - a nice building - which doubled the size of the business. But then, the landlord decided to sell the building. He wanted $3.2 million. At first she thought, I'm a single mother. I can't afford it. But she swallowed hard and made an offer. But that was only the beginning. Three different banks rejected her applications. Mercy couldn't seem to qualify.
Then, Hilda Kennedy of AmPac TriState CDC came into the picture. Hilda showed Mercy how they could make the purchase happen. Now, Mercy and her family run Casa Morena, a senior living residence upstairs, and a yogurt shop called "Oh Sweet Mercy" and they opened a second restaurant in nearby Claremont.
The restaurants support 60 jobs. The best part, Mercy says, is helping her team members grow. "They are all my children," she says.
